Within 2D views, only entities within the 2D View Cutting Planes tolerance are displayed. If objects which should be displayed are not shown, tolerance may be increased through Options > Dimensions/Tolerances > 2D View Cutting Planes +/-.
The blue up and down arrows change the elevation at which the 2D view is taken, as shown in Figure 1:
